Segundo ele, &#8220;quando tem fiscaliza\u00e7\u00e3o s\u00f3 os cadastrados s\u00e3o parados, enquanto isso quem n\u00e3o paga alvar\u00e1 est\u00e1 exercendo a atividade sem nenhuma uma cobran\u00e7a&#8221;.
